I've been playing this game for a pretty long time and I can tell that the devs did a great job!
You have to find a sustainable balance between your aggressive actions and your cash flow since you'll have to prevent many negative perks caused by not paying in time your team or not having enough resources for the different tasks that appear randomly.
If you are looking for a challenging game this is the right choice: even the easy difficulty history mission can be hard to pass if you are not strategic enough.
