Watch Dogs: Breakthrough DLC is a simple raid convoy DLC. This DLC involves Chicago Club and Ceo hiring people to prevent any information to leak out about the meating. This is where you come in, racing to intercept the convoy.

Completing the Breakthrough you gain a vehicle expert perk so you can pick up free vehicles from a underground,
and that's about it when it comes to gameplay. That was really disappointing.

Breakthrough DLC is way too short. The only good thing was the shooting part as the action part, as funny as it sounds it is really the only thing you can enjoy.

Final verdict is that Watch Dogs: Breakthrough DLC pack is not worth 15 euro, not even close! The DLC can be obtained with Special Edition Watch Dogs, Season Pass or Access Granted Pack, but if you really want to play this DLC buy it here for appropriate price of 1.22 euro, I already said 15 euro is way to much!
